How do i get rid of the red spots on my upper arms and legs?

i have thewe red dots at what i think is the root of my hair. i dont shave them cause the hair is fine but they flare up when i go outside and go all red. i had it for ages and its embarrising. help!How do i get rid of the red spots on my upper arms and legs?
Use scrubbing/exfoliating gloves when you shower, and a gentle liquid body wash.
