Smear honey on your face and leave it for as long as possible (but 5-10mins a day will do). then rinse off with tepid water mixed with a teaspoon of cider vinegar - this has a neutral pH and will act as a toner.

Something with retiinol can work on both; over a period of a month you'll see results; be sure to use an SPF 30 or higher every day to prevent further damage, as retinol causes sun sensitivity. Go for Retin-A if you can get a prescription!
